Petition to place the Ditsobotla Local Municipality under Section 139(7) administration by the National Government
Sign this petition to support the DA’s request calling on the Minister of Cooperative Governance and Traditional Affairs, Mr Velenkosini Hlabisa, and the Minister of Finance, Mr Enoch Gondongwana, to place the Ditsobotla Local Municipality, under Section 139(7) of the Constitution, under the administration of the National Government.
Ditsobotla has collapsed. Residents go weeks on end without water and/or electricity supply. Municipal roads are pothole-ridden, and refuse hardly gets collected.
Roads, water and electricity infrastructure is in disrepair, aged and dilapidated.
The municipal administration has been politicised through 30 years of ANC cadre deployment, creating a mafia-like state. Poor governance, fraud, and corruption are being facilitated by a politicised administration that continues to undermine appointed senior management and elected political office bearers.
This problem is compounded by ANC factions represented in Council who want to defraud the municipality of the little money that is left.
Out of the 750 municipal employees, more than 500 are directly related to senior municipal officials or politicians, past and present.
Ditsobotla suffers a deficit of about R171 million in the current financial year’s budget. It owes Eskom more than R1,2 billion, other creditors debt totals R200 million, while household debt is at R1,4 billion.
Ditsobotla requires immediate and urgent relief from the inability of the municipality to deliver services.
It is only through a National Government intervention under Section 139(7) that Ditsobotla can be stabilised to ensure infrastructure maintenance is conducted and quality basic services are delivered.
The DA’s request to the National Government includes:
- A fully funded financial recovery plan administered by National Treasury;
- An independent financial forensic audit;
- An independent skills audit of all management;
- Lifestyle audits of all elected political office bearers and municipal management;
- Disciplinary action to remove compromised politicians and municipal officials from office and prosecution of all individuals complicit in criminal activity;
- The recruitment of skilled, qualified and experienced officials through a fair and transparent process without any political influence;
- The Asset Forfeiture Unit to recover all losses identified in the forensic audit.
Placing the Ditsobotla Local Municipality under Section 139(7) administration now will stabilise the municipality and improve service delivery.
